Entering Gansu Hailin Zhongke Science & Technology Co., Ltd. (hereinafter referred to as HL), dozens of fully automatic CNC bearing grinding and assembly production lines are busy with operations. Online detection, assembly, and packaging, the intelligent processing equipment reduces labor time, and automatic guided carts shuttle back and forth to adapt to different distribution needs.

Tianshui, Gansu is one of the national old industrial bases. During the third line construction period in the 1960s and 1970s, Tianshui became an important destination for enterprise relocation. More than 30 enterprises have successively relocated or built new ones in Tianshui from Beijing, Shanghai, Harbin and other places, gradually forming a relatively complete industrial system.
HL Company, formerly known as a third tier enterprise invested and built by the former Ministry of Machinery Industry, is now one of the important professional manufacturers of tapered roller bearings in China. Like many old state-owned enterprises, HL company was once heavily impacted by the market due to its late transformation. In recent years, taking advantage of the opportunity of relocating industrial parks, HL has accelerated their upgrading and formed a smart factory operation pattern through informatization and intelligent transformation.
At the intelligent energy control center of HL Company, the reporter saw real-time data and equipment monitoring screens of various types of energy. Chen Xinjun, director of the Energy Management Center, introduced that by using intelligent equipment such as centralized filtration and circulation system for grinding fluid, waste heat utilization system, and intelligent monitoring system, the enterprise has achieved "zero emissions" of harmful gas-liquid and improved energy utilization efficiency. In 2023, the enterprise has been recognized as a national level "green factory".
In recent years, Gansu Province has been promoting the transformation and upgrading of traditional industries with the goals of high-end, intelligent, and green development. In the past three years, Tianshui City has implemented 89 "three modernizations" renovation projects, with a cumulative investment of 14.439 billion yuan.
The transformation and upgrading have also brought the pulse of high-quality development to the "old third line" enterprises.
The "old third line" enterprises have driven the industrialization and modernization process in the central and western regions, making special contributions to national defense and local industrial and economic development. Hu Yajun, Director of the Industry and Information Technology Bureau of Tianshui City, said that the local area will continue to accelerate the transformation and upgrading of equipment manufacturing industry, improve processes, expand production capacity, tap and cultivate new quality productivity of "old third line" enterprises, promote enterprises to actively adapt to market changes, and keep pace with the times.
